President Muhammadu Buhari on Tuesday explained why he withheld assent to three bills passed by the National Assembly.
The reasons are contained in a letter he wrote to the National Assembly and read at the plenary session by the Speaker of the House of Representatives, Yakubu Dogara.
They are the Establishment of Police Procurement Fund Bill, Chartered Institute of Public Management of Nigeria Bill and Nigeria Council for Social Work Establishment Bill.

The president said he withheld assent to the bill on police procurement as it lacked clarity on how funds would be distributed.
Besides, he said, there were also constitutional issues regarding the powers of the National Assembly to appropriate funds covered in the bill.
On the Chartered Institute of Public Management of Nigeria Bill and that of the Nigeria Council for Social Work, the president also said there was no clarity in their provisions preventing members of the institute and council respectively from practising.
